Ako dapat nang baguhin ang matagal nang sistema ng pamahalaan. At kung maaari sabay na ring palitan na rin ang  mga loko lokong opisyal at empleyado ng pamahalaan.

Mas maganda federalism na sistema kase iba-iba ang pangangailangan at katangian ng bawat rehiyon. May Ilokano, Tagalog, Ilonggo, Muslim, etc. Saka, arkipelego tayong bansa, puro isla. Mas matutugunan at mas akma pag mas bigyan ng autonomiya at mas higit na kapangyarihan ang mga pamahalaang pangrehiyon.  toast::

FYI lang:

Sa sistemang Parliamentary kasi:
1. Ang gagawa ng programa,
2. Ang magpopondo sa programa at
3. Ang magi-implement ng programa
ay iisa -> ang kongreso.

So pinagkakatiwalaan nyo ang inyong congressman, Go tayo diyan. Pero kung hindi, lalala lang ang kalagayan ng ating bansa. Dahil mapapadali ang paglimas sa kaban ng bayan at dahil na rin sa mawawala ng check and balance. Kasi magme-merge ang executive at legislative branch.

P.S. Isa rin sa mangyayari sa charter change ay ang pagli-lift ng term limits. So kung sino man ang nakaupo sa pwesto nila, malamang nandun na sila hanggang sila ay madedbol since napakahirap matalo ang isang incumbent politician.

its not the system it is the people who run the system. Lets say that you change the constitution, but the same people are there.

but i agree that some portions of the constitution needs be change. Like electing senators by region like sa pre-martial law era. Hindi naman yan urgent like sa pinapalabas nang administration. Instead of unity the filipino people it has divided the nation into different camps. And it should be done in the right and the legal way, not like the PI and the Con Ass (without the senates participation). As former secretary Nonong Cruz said its a hair brained idea. Yung PI and Con Ass. Consider mo na mga congressman ang gagawa of course they will protect there own vested interest. Like extending there term or lifting the term limit. Kaya supported ito nang mga local executives. In fact ito ang plan sa proposal ni Pechay. Which is iba sa proposal ni cong Jaraula. Speaking of congressman jaraula, he has a new mansion with 2 pools, a new ranch in Bukidnon and a new house in the US. And he gets to name who will become a judge here in Cagayan de Oro.

Dati i was for federalism. I dont think this will work in reality. It looks good in paper. this will actually strengthen the political dynasty in each federal state. kaya gusto nila. kaya gustong gusto nang mga local executive (the mayors and governors). But this can be done by strenghtening the Local Government Code.

I am strongly in favor of Charter Change

plain and simple, we are in a fast moving world..... globally ika nga... and we need some change...

we need to amend some obsolete, archaic and out-of-tune to the present time provisions.

Kung mapapalitan it should be the dog and the collar. The whole package. At dapat hindi mga congressman natin ang gagawa. Con-Con dapat kung kailangan talaga. If it has to be done it should be done in the right way.

Im just afraid that the way is is proposed it may become a pandora's box. They can now just change everything. Dapat specific.

Sabi ni magastos, but if the Arroyo administration is willing to spend so much money millions and millions on Fertilizer scam, on Diosdado Macapagal Highway and even the recent convention center in Cebu for the APEC why cant they spend some money on a Con-con.

O kaya wag na lang baguhin din. Magdagdag na lang ng Dept. of Anti-Corruption tapos magdistribute ng libreng condoms thru helicopter. Palakasin ang agrikultura at pangisdaan. Saka magdevelop nung coco-diesel. Tapos ang mga kaso dapat litisin lang ng 1 buwan.   bnana

ako personally i am for charter change, but i am against the changes ULAP and the Lambino group are trying to propose.

Ang hindi alam ng karamihan satin, the charter change proposed by the lambino group will do 3 things.

1) consolidate the senate and the congress into a single body called the interim parliament
2) the interim parliament shall determine when the elections for the "real" parliament shall be
3) 45 days after the "real" parliament has been elected, they shall gather to pursue further changes into the constitution (no matter what they are) without plebiscite.

subsuquently:

1) the parliament shall chose among themselves the next acting prime minister
2) the elected prime minister shall determine the length of each member's term in as much as the members shall decide the length of the term of the prime minister
3) the parliament, being a consolidated body of both legislative and executive powers, shall become a body beyond the scruitiny of the Supreme Court, who know the constitution well
4) any laws may be passed and it shall be beyond the control of the people.

hence:

1) our country ceases to become a democracy but rather an oligarchy
2) the members of the interim parliament, who shall most likely be the member of the congress themselves, can technically stay indefinitely
3) etc...

anong nasolusyonan? siguro meron din, pero tiwala ba tayo sa mga mambabatas natin?

maraming provisions sa sinusulong na charter change pero ang pinaka markado ay ang pagpapalit nang form of government. para sa akin its about time for a parliamentary form of government. plain & simple... look at the our senate & congress puro sila pulitika. ang senado anti GMA ang majority ang congress naman majority pro GMA. ang ending circus. as long as ganito ang sistema nang gobyerno natin politics of numbers ang Pilipinas. Shift into parliamentary lets try what other countries like UK & Australia does with their government.

Charter Change? b*;  Masyado pa pong maaga ito...  I mean with the  gun:: current politicians e lalo nang huwag muna...  Di pa naman kase napapatunayan ang tunay na hangganan ng nakasanayan nating republika...  Ang panggulo lang naman kase talaga e yun mismong binoto ng mga tao...  Pag napalitan siguro ng mga matitinong opisyal [isang malaking asa]  diyan na natin malalaman kung ang CHACHA nga ba talaga ang sagot sa problema natin...

We can change the form of government as much as we want but if the same corrupt, self righteous people became the leader of our nation then the outcome would most probably be the same.. changing the the form of government alone is not the solution to our problems.. we need to change the leaders of our government and the attitude of our people towards our country as well..
