sayang ang i7 tapos dun lang sa B150 chipset mobo, B150 is the lowest for skylake. you will have less room for upgrades (i.e. only 1 GPU slot, no raid support, less ports, etc). why not go for H170 instead, downgrade the processor, use the savings to upgrade the mobo, RAM
as for PSU, the HEC cougar should be fine, most of HEC Compucase PSUs are rated tier two/three (meaning its about in the middle of the pack). Also, the older version of the CMX 700 had some problems but it has been fixed in both the v2 and v3, the problem is there is nothing on the PSU that will tell you what version it is

Tier 1 provides the best quality power, great for overclocking and super high-end systems.
