if you record a video at 720p or 1280x720 na maximum na pwede i upload sa youtube wala problem it will remain the same pero if you want a video of smaller resolution lets say 480p or 800x480 at gusto mo iconvert to 720p resolution para yun ang size nya sa youtube, its not possible, your expanding the pixel ratio from 480p to 720p madedegrade ang final output, unless you can borrow the computers at Pixar, Lucas Arts or Industrial Light and Magic, mahirap yung gusto mo mangyari, now if it was a 1080p/1920x1080 video and icompres mo sya to 720p, as long as hindi masyado mababa ang bitrate mo hindi sya madedegrade, also converting a video with a smaller bitrate to a higher bitrate will result in degradation
