If you are not satisfied with globe, I suggest that you terminate your subscription. I availed globe broadband last august but my connection is really bad. It gave me headaches, time wasted talking to their csr's etc..so I decided to terminate my subscription after one month. I made a letter patterned to this one I found in the internet (not verbatim).

Subject: Complaint Intermittent / No Internet Connection Since Aug 200x
Good Day.
I am xxxxx, I have Globe Broadband installed in XXXXXXX, with Account No. XXXXXX. In xxxx, I started to experience intermittent connection. My connection would go on and off every five to ten minutes. Globe Innove's onsite technical visit has already changed my port twice but I still have an intermittent connection. After the first my port was changed I have not been able to get any connection during the night time up to early in the morning. I understand that your company every now and then experience technical difficulties however 10 weeks of intermittent and total loss of connection during the night time is highly unacceptable. Worst, the last port change to my account have now left me with a non-existent connection for one week and still going.
I have also called your customer care hotline several times about this ongoing problem. Your CSR's have promised they will apply rebate on my account but still has not reflected on my last billing statement for the month of xxx. However, I am also not so keen on your rebate as I do not wish to pay for a service that has caused me absolute inconvenience.
I would like to terminate my internet connection with Globe Innove. I understand there is a 12-month lock in period but since you have not kept the end of your bargain to provide me a reliable bandwidth, the lock-in period is very unfair in my case. My work relies heavily on a reliable internet connection. Globe Innove's services has caused me great inconvenience and loss of money.
I have been a very diligent customer in paying my bills on time but Globe Innove has not been able to provide me what I am paying for. I deserve a decent and reliable connection 24/7 just like what Globe Innove has promised to its consumers in its various ad campaigns. As a consumer it is very unfair to hold me to a service that have caused me to loose business.
I will pursue filing a formal complaint to the Department of Trade and Industry and National Telecommunications Commission if the issues I have stated above are not addressed immediately.
I have attached supporting documents. I hope this letter will find it's merit. (I did not attach any supporting docs but I have my screenshots of speedtest.net twice a week in case they ask for evidence)
or you can just make your own letter address to globe then you can mention this article from Consumer Act of the Philippines
Art. 50. Prohibition Against Deceptive Sales Acts or Practices. - A deceptive act or practice by a seller or supplier in connection with a consumer transaction violates this Act whether it occurs before, during or after the transaction. An act or practice shall be deemed deceptive whenever the producer, manufacturer, supplier or seller, through concealment, false representation of fraudulent manipulation, induces a consumer to enter into a sales or lease transaction of any consumer product or service.
Without limiting the scope of the above paragraph, the act or practice of a seller or supplier is deceptive when it represents that:
(b) a consumer product or service is of a particular standard, quality, grade, style, or model when in fact it is not;
Do not be afraid of the termination clause in the contract. Hope this one helps.
