Tokyo—House Speaker Pantaleon Alvarez is backing President Rodrigo Duterte’s proposal to require Americans visiting the Philippines to get visas, saying there should be reciprocity between the two countries.

Alvarez said he wondered why the Philippines allows Americans to freely come to the country while Filipinos have to line up in the wee hours of the morning just to secure a US visa.

“If they’re not willing to grant us the same privilege, we might as well also require their citizens coming to our country to apply for a visa,” Alvarez told reporters in Tokyo, where he joined Mr. Duterte who was on a three-day official visit to Japan.

Alvarez, echoing statements of Mr. Duterte, said the Philippines was too subservient to the United States.

‘Put them in right place’

“We have to put them in the right place,” he said.

Alvarez said, however, it was up to the executive branch to impose visa requirements on foreign visitors.

During his state visit to China last week, Mr. Duterte said “it’s about time” Americans were required to get visas to visit the Philippines.

Alvarez played down the possible tourism revenue losses if the Philippines’ required visas for Americans.

He said the bulk of tourists visiting the Philippines came from Korea, China and Japan.

Tourist arrival statistics show the United States as the second top source of foreign visitors to the country, behind South Korea and ahead of China and Japan. The 2015 figures show 1.3 million Koreans, 779,217 Americans, 495,662 Japanese and 490,841 Chinese visited the Philippines.

Asked to comment on the imposition of a strict visa policy due to the many undocumented Filipinos in the United States, Alvarez said that that was not the Philippines’ concern.

“It’s their problem. In our case, if someone stays here while undocumented, it’s our problem,” he said.

Addressing an investment forum on Oct. 20 in Beijing where he announced his “separation” from the United States. Mr. Duterte broached the idea of requiring visas for American visitors.

“Is there an American here? If you are planning to go to my country, you get a visa from where you come from. Maybe … It’s about time,” the President said.

Tanong lang po.. bakit mga amerkano lang ang gusto patawan ng VISA??

FYI, kailangan din kumuha ng VISA para makapasok ang isang pinoy sa China, Japan, South Korea, Canada, Australia, U.K, E.U,  etc. At ang mga bansang nabangit, hindi din nila kailangan kumuha ng Visa para pumunta sa Pilipinas. Why single out the Americans?

To me this looks more about the president's personal issues with america rather than for the betterment of the country.

^^ dahil siguro pag nagapply ka ng visa pa america e mas madalas pang madeny ka kesa maapprove. unlike with those countries na nabanggit mo, ma meet mo lang ung visa requirements nila, mabibigyan ka na ng visa. pero sa US, kahit my visa requirements ka, depende pa din sa interviewer mo kung mabibigyan ka o hindi.

tsaka isa pa, hindi naman porke america lang ang sinisingle out niyang patawan ng visa e talagang america na lang. pwede namang america muna pagrequirerin ng visa, then if it pans out well sunod na ung ibang countries na nabanggit mo.

bawat country naman merong preference kung from which country ang walang visa o required ng visa. so i guess walang issue if america lang ang patawan ng visa ng pinas.

una, ang TNT issue e sa mga tao na andun na sa US. so ang siste pala e ang tingin ng mga americano e lahat ng nagaapply ng US visa e mag TNT kaya papahirapan? that's an unfair policy. considering "allies" na country daw ang pinas at us. kahit completo ka ng papers mo pero tingin syo ng interviewer mag TNT ka tapos na visa dreams mo. ganyan nangyare sa nanay ko. ang purpose niya to travel to US is para dalawin ang puntod ng lolo ko, tatay ng nanay ko na namatay sa america. and she got denied. not once, but twice. imagine, di na nga niya nakasama lolo ko nung final moments nya, tapos ung dadalawin na lang ung puntod to pay last respects wala pa din. and to think kumpleto papers ng nanay ko.

pangalawa, gaya ng sabi ko, pag kumpleto ang requirements walang problema magka visa. dun sa example mo, ang japan e dapat merong nag invite syo na tiga dun para mabigyan ka ng visa, or meron kang maipapakita sa kanila na ikaw mismo financially capable ka to travel. so unless hindi na meet ng kakilala mo, na ung naginvite sa kanya e fully capable of inviting him/her, e my chance na madeny siya. ganon din sa kakilala mo, kung my means pa siya magtravel.

lastly, yes it makes sense. reciprocity to be fair? besides "allies" naman daw diba? lol benefits? i guess security issues will suffice. much better research on michael meiring's case. para malaman mo na hindi lang personal ang vendetta ni digong dito.

But you cant deny the fact na meron at marami ng cases ng mga pilipino ang TNT sa Amerika.. So can you really blame the americans for being watchfull? Instead of just blaming the U.S Govt for that, we might as well blame our fellow filipinos.

What guarantee do we have that a simple VISA will prevent the entry of another michael meiring? Assuming the stories are true, you think the CIA cant figure out a way around it?

Security? Frankly Im more concerned with islamic extrimists finding their way to our country tru the sulu archipelago than any alleged CIA opperatives coming here direct from the US.

And how about the chinese? China is the main source of drugs, Duterte himself said so. Yet the chinese can go in and out of our country with little trouble. Shouldnt we be concerned about chinese drugdealers and smuglers entering the country? We should have tougher policies for them as well.

Hence, I still dont understand why it has to be for americans only. If we require a VISA for security puposes then wouldnt it be better to have it apllied to everyone? Why be specific that it will be for americans? If its for the sake of fairness then again why just for the americans? We might as well include the south koreans, the japanese, and the europeans. Lahat naman yan humihingi ng Visa so to be fair, hingan din natin sila ng Visa. But Is there any indications na gusto din ni Digong patawan ng Visa yung ibang bansa aside from the U S? I dont think so. I think its clear that Digong is being selective against the U.S.
