• 03 Oct 2013: Discussion on the issuance of letters of invitation: 14 proponents are expected to be invited
• 16 Oct 2013: SBAC1 Pre-Negotiation Conference: 10 out of 14 invited proponents appeared and raised some clarificatory questions (technical specifications) and given until 21 Oct 13 to submit written manifestations.
• 23 Oct 2013: SBAC1 discussion on the Queries of the proponents
• 04 Nov 2013: Pre Negotiation - the TWG presented the answers to queries raised by the proponents, more questiones and answers were discussed. The proponents were advised to submit Class A document NLT 13 Nov 2013 for pre-qualification and NLT 18 Nov 2013 for technical and financial proposal.
• 18 Nov 11 - For final negotiation.

Yes but it is not limited to faulty products which have been fixed. It could also be a used product made to look close to brand new cosmetically with upgraded parts. Refurbished items are tested thoroughly to ensure the items are in good working condition.
