Supt. Joseph Arguelles, the city chief, confirmed on Thursday that the police have Lowell Robasa Menorca II, 38, in their custody.

Menorca was arrested after he reportedly threatened two men with a live grenade.

“He appeared to be confused and seemed not to be in his right mind,”


I just watched TV news a few minutes ago. (forgot if it was ABS CBN or GMA). The report seemed to indicate that the police chief who currently has the minister in custody, is one of those people suggested by INC to take up that spot. So far no interviews of  Lowell Robasa Menorca II shown.
