specific na CP ang blocking, yang mga sikat na porn site e law compliant yan kasi matindi manghuli sa US ng violators (regardless kung san bansa naghost)

In short, tagged na CP yung mga content at most likely true. Dun ka na lang sa mga sikat hehe.

Well nasa news pala, di na din ako updated. I think may nilalabag silang law by marking legit non-CP sites as such though. Di ba sort of false allegation/defamation/etc yun?

The Philippine government has blocked Internet users from accessing adult websites, just 10 days after a popular porn site found Filipinos to have spent the longest time watching adult content for the third straight year.

As of Saturday, access to known porn sites such as pornhub.com and xvideos.com had been forbidden, either through mobile phones or laptops. Users were redirected to a page notifying them of such a ban.

“This website has been ordered blocked under authority of the Philippine government pursuant to Republic Act 9775 or the Anti-Child Pornography Law,” the notice on the websites read.

The ban comes just days after Filipinos topped for the third straight year pornhub.com’s study of its users viewing behavior. Filipinos spent an average of 12 minutes and 45 seconds on the adult website, almost two minutes longer than a South African, which came in second.

Filipinos had topped the study since 2014.

As of writing, it is yet to be known if the two adult websites have violated any provision of the anti-child pornography law. Under this law, they are prohibited to host any child pornography content on their site.

Should such content find its way in their site, they are required within seven days to “report the presence of child pornography, as well as the particulars the person maintaining, hosting, distributing or in any manner contributing to such Internet address, to the proper authorities.

They are also ordered to “preserve such evidence for purposes of investigation and prosecution by relevant authorities.”

In 2014, the National Telecommunications Commission issued a memorandum circular ordering Internet service providers to ban access to sites with child pornography materials.

MANILA, Philippines – Some pornographic websites were blocked in the Philippines as of Saturday, January 14.

Top porn sites like Pornhub, Xvideos, and Redtube do not load anymore when accessed in some devices. It appears, however, that this filter does not yet apply across all Internet service providers (ISPs) in the country.

For affected online users, a message saying, "This website has been ordered blocked under authority of the Philippine Government pursuant to Republic Act 9775 or the Anti-Child Pornography Law" is displayed on screen.

As of this posting, there is neither a list of porn sites that would be blocked, nor a list of ISPs that have implemented this filter.

It is also unclear whether this move is in connection with a memorandum circular issued by the National Telecommunications Commission (NTC) in 2014.

Through Memorandum Circular No. 01-01-2014, the NTC ordered ISPs to "install available technology, program or software that will block access or filter all websites carrying child pornography materials" within 120 days from the submission of a list of these solutions to the Inter-Agency Council Against Child Pornography (IACACP).

This is in accordance with RA 9775, as well as RA 7925 or the Public Telecom Policy Act of 1995, and Executive Order No. 546 series of 1979 "in order to protect children from child pornography."

The circular also states that the NTC shall "furnish the list of identified pornographic websites provided by the IACACP to the ISPs for immediate blocking of access or filtering."

Why legit Adult Websites were blocked for child porn

Earlier today, we broke the news that local ISPs have started blocking popular porn sites like PornHub, XVideos, etc. Not all porn sites are blocked and not all ISPs have implemented the block as of this time but we reckon it will be a matter of time when all the ISPs will comply with this demand.



The actual target of these blocks are basically child porn as mandated by Republic Act 9775 or the Anti-Child Pornography Law which was passed in 2009 (yes, it took that long for the law to be implemented).

Back in 2014, we also reported that the NTC sent out a memorandum circular requiring ISPs and telcos to block sites with child porn (see story here). While everyone agreed that sites that contains child porn should be banned or blocked, many complained that the ones that were blocked just recently were all legit adult sites.

"With the implementation of the rules and regulations, ISPs will have to install carrier-grade monitoring programs to identify and filter out porn content. This could include websites and blogs that publishes porn content, video streaming services that allows uploading and viewing of pornographic video, file sharing sites and webcam services that facilitates the same."

So we asked around and several inside sources explained the rationale behind the actions:

1. The website does not need to have ALL child porn. A single page, photo or video that features child porn already qualifies the entire site to be blocked.

2. Filtering is supposed to be the more logical approach but it is very hard or tedious to block specific content or pages than blocking the entire site or domain. And since these sites are not under the Philippine jurisdiction, there’s no other legal way but to just block them.

3. Around 7 to 8 out of 10 complaints sent to the NBI Cybercrime Division in the past years were about sex scandals and un-authorized publication of nude materials, many of them are prominent personalities or showbiz personalities. Thousands of complaints are still currently pending with the NBI.

4. Some of these sex scandals or nude materials involve high-school and college students, most of which are technically under-age or minors. These scandalous photos or videos are uploaded into popular sites like PornHub or XVideos.

5. Even if legit adult sites do not publish child porn, the users are the ones doing it which makes it hard for these porn sites to monitor and remove. Others may have an internal team to weed out these submissions but the sheer volume of them makes it much harder and costly.

There you go — user contributions of pinoy sex scandals involving minors are the main culprit why the legit adult sites were also included in the ban.

ang bagal ng PLDT, naa-access ko pa. or baka mga TELCOs like Globe/Smart lang. since yung mga bata ngayon mga nakasmartphone na at pwede nilang i-access kung nakasubscribe sila sa internet.

Ok, reaction daw ito ng telcos regarding yung ranking ng ph as top three porn consumers

Now that I think about it, perfect excuse ng telcos yan para mapagtakpan yung bagal ng net

Top rank = most minutes on the site = slow loading/buffering = fail telcos

So iban na lang ang streaming, right? Don't be surprised kung lahat ng streaming, as we know it, will be banned in the future. Sa totoo lang walang basis yang porn block na yan haha.

Ano namang pake nila kung madaming nagaaccess nang porn. Si Dutertard talaga wala nang magawang maganda hahaha. Buti kung cp talaga e wala namang cp sa pornhub at xvideos. Kasi kung may magupload nang cp dun banned agad kasi law abiding yang mga mainstream pornsites na yan.

Actually it has, under section 9:

Section 9. Duties of an Internet Service Provider (ISP). - All internet service providers (ISPs) shall notify the Philippine National Police (PNP) or the National Bureau of Investigation (NBI) within seven (7) days from obtaining facts and circumstances that any form of child pornography is being committed using its server or facility. Nothing in this section may be construed to require an ISP to engage in the monitoring of any user, subscriber or customer, or the content of any communication of any such person: Provided, That no ISP shall be held civilly liable for damages on account of any notice given in good faith in compliance with this section.

Furthermore, an ISP shall preserve such evidence for purpose of investigation and prosecution by relevant authorities.

An ISP shall, upon the request of proper authorities, furnish the particulars of users who gained or attempted to gain access to an internet address which contains any form of child pornography.

All ISPs shall install available technology, program or software to ensure that access to or transmittal of any form of child pornography will be blocked or filtered.

An ISP who shall knowingly, willfully and intentionally violate this provision shall be subject to the penalty provided under Section 15(k) of this Act.

The National Telecommunications Commission (NTC) shall promulgate within ninety (90) days from the effectivity of this Act the necessary rules and regulations for the implementation of this provision which shall include, among others, the installation of filtering software that will block access to or transmission of any form of the child pornography.

Medyo tanggap ko na na excuse lang ang CP content, pero ano nga kaya reasoning nila?

yung mga local sites (read: pinoy) na may actual CP nga, (J.C, IT.C, etc.) hindi binablock. :|

Baka sa future eh matulad na tayo sa mga Islamist countries na walang access sa porn. Obviously ginagamit lang na excuse ng mga Telco and CP dahil wala namang CP sa Pornhub and Xvideos. Ang tunay na goal nila dito eh mabawasan yung streaming natin. Pera pera lang naman yan eh.
