Nancy Binay to take crash course in UP
How first-time lawmakers are preparing
MANILA, Philippines -- First-time lawmakers Nancy Binay, Bam Aquino and Alfred Vargas of the 5th District of Quezon City are raring to start their new careers in Congress.
Although all of them have already been exposed to public service in one way or another, they all agree that a training, specifically on the systems and procedures in the upper and lower House, will be a big help in increasing their efficiency.
Binay, who is one of the leading senatorial candidates, said she intends to enroll in University of the Philippines National College of Public Administration and Governance's (UP NCPAG) crash course for new legislators.
"I want to prepare myself and be familiar with the rules and structure ng Senado. Pero hindi lang ako ang mag-aaral. Pati staff ko i-eenroll ko kasi hindi lang naman ako ang maglilingkod," Binay said.
She also admitted she has already asked for the help of Senators Loren Legada and Jinggoy Estrada to guide her in the Senate.
Prof. Popoy de Vera of UP NCPAG, meanwhile, lauded Binay's move.
The one-week course includes topics like how to set up one's office, payroll, staffing, budget, how a law is passed, what bills/issues can the participant focus on, roles of each committee, etc.
De Vera said the course addresses the technical, administrative and legislative skills of the participants.
High-level representatives from different government agencies are also invited to speak so the participants can already meet and network with them.
The training is scheduled in June, before the Congress opens in July.
Past participants include Rep. Lucy Torres, Gilbert Remulla, Willie Villarama and Vilma Santos, among others.
BAM WANTS FISCAL MGMT COURSE
Despite Aquino's extensive academic credentials, he also admitted a refresher course specifically on fiscal management would greatly help.
He said he would like to focus on "trabaho, negosyo, edukasyon" which served as his primary platform when he ran.
Newly-elected Congressman Alfred Vargas agrees with Aquino.
Though Vargas is already familiar with law-making, having served as a councilor in Quezon City, he said he would like to undergo training on budget preparation and micro-macro economy.
"May difference din kasi 'yung local at national level, lalo na pagdating sa national issues and policies," Vargas said.
He added young legislators like him will be able to propose innovative programs to the upper and lower House.
