the reports you read are partly true. here is the the link of the true story: http://www.bbc.co.uk/news/technology-15740798. not to be bias about the story though i think it's not only filipinos who maybe causing this issues but there maybe other nationalities involved.

SOLUTION:

Take a look at your URL (top box on your screen.) If you see "http" or just "www", instead of "https", you DO NOT have a secure session.

Go to Account Settings
Click Security on the left top corner
Click Edit next to Secure Browsing
Check box and lastly,
Click Save.

FB has automatically set it on the non-secure setting! Do everyone a huge favor, copy this and post in your FB account to prevent the hacking issue.
