"Catapang said that the cargo planes, among the US' decommissioned assets, are fully operational but will also be refurbished before being put to service by the AFP.

The military chief also revealed that the AFP and the Department of National Defense were exploring plans to purchase Australian C-130s."

They're not totally freebies RP still have to spend money in refurbishing them just cheaper the Australian ones had low miles on their airframe, hopefully once they have 12 C-130s and 6 C-295 that should be more than enough, they should acquire at least 2 C-17s and 8 heavy lift helicopters that should be more than enough for the PAF for their air cargo assets.

Well the fact that its "FREE" it is something that we should be proud and thankful enough to receive it. We cannot always get what we want with gifts. It would expose the greediness of us to complain and ask for more.

The PA has its own modernization program,AF needs attack helicopters that can fight at night with better firepower so they can support the Army and Marines on the ground longer and better. The Navy and Coast Guard need more assets and technology for Coast Watch.

Philippine army gets arms upgrade with delivery of 27,000 M-4 rifles

MANILA - The Philippine army is getting a much-needed upgrade with the arrival next month of around 27,000 new M-4 automatic rifles, part of a plan to modernise the military amid growing tensions in the South China Sea and a festering communist insurgency at home. The new rifles are part of 63,000 M-4s worth about 2.4 billion pesos (S$63.4 million) that the Philippines has ordered to modernise its military, one of the least capable in Asia to deal with external threats.

The Philippine Army's (PA) major acquisitions under its so-called "medium term" phase of modernization program will focus on improving its firepower, communications and night fighting capabilities.

Capt. Anthony Bacus, Army spokesperson, said that this phase started this year and will end on 2016. He said the acquisition of heavy weapons, communications equipment and night-fighting devices has an estimated funding of P8 billion. These equipment will make the PA a more credible territorial defense force once acquisition is completed. However, Bacus did not give specific details on what particular weapons and platforms are in the pipeline, as the group that will plan the acquisition is still yet to convene.
The Department of National Defense (DND) earlier said that it is planning to acquire a shore-based missile system for the PA.

This project has contract amounting to P6.5 billion.

MANILA, July 6 (PNA) -- The Department of National Defense (DND) announced that the payment for the P882 million upgraded armored personnel carrier (APC), bagged by Israeli defense manufacturer Elbit Systems Ltd., will be done in three tranches. Dr. Peter Paul Galvez, Defense spokesperson, said first payment will be pegged at P405 million, the second will be P335 million and the third at P142 million. Upgrades include 25 mm unmanned turrets, 12.7 mm remote controlled weapon stations (RCWS) and fire control systems (FCS) for 90 mm turrets.
The EDA spreadsheet had been updated to 2014 and there are some interesting tibits.

1) The spreadsheet confirms that 14 x M113A2 that were offered under the EDA programme was accepted by the Philippines on 21 Mar 2014.

2) However, the same spreadsheet also indicated that there was NO acceptance to the other 100 x M113A2.

3) For the current fiscal year 2014, 2253 x M60 machine guns and 40 x M916A3 trucks were requested.

The fighters were not completely free as Indonesia spent $750 million on the upgrades and engine overhauls.

Also there is a deal on some AGM-65 missiles.

Uncle Sam would have mothballed those planes but somehow turned it around and made more money.

Government of the Philippines – C-130T Aircraft

http://www.dsca.mil/major-arms-sales/government-philippines-c-130t-aircraft

WASHINGTON, Jul 24, 2014 – The State Department has made a determination approving a possible Foreign Military Sale to the Philippines for C-130T aircraft and associated equipment, parts, training and logistical support for an estimated cost of $61 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on July 23, 2014.

The Government of the Philippines has requested a possible sale from Department of Defense stock of two (2) C-130T Aircraft, and 10 T56-16 engines (8 installed and 2 spares). Also included are logistical sustainment and support for a period of three years, modification equipment and labor costs, spare and repair parts, support equipment, publications and technical documentation, aircraft ferry support, personnel training and training equipment, U.S. Government and contractor logistics and technical support services, and other related elements of logistics and program support. The estimated cost is $61 million.

This proposed sale would contribute to U.S. security and foreign policy goals by building the Philippines’ maritime domain security capacity and deepening our overall strategic partnership with the Philippines.

The Government of the Philippines desires these additional C-130s to bolster its lift capabilities, which are essential for providing humanitarian assistance and disaster relief. The Philippines will use this increased lift capability to improve the mobility and resupply of its forces and for the provision of humanitarian assistance in the Philippines and the wider region, thereby reducing the potential level of U.S. assistance requested/needed for these purposes. The Philippine Air Force (PAF) already has C-130 aircraft in its inventory and will have no difficulty absorbing these additional aircraft.

The proposed sale of these aircraft and support will not alter the basic military balance in the region.

Contractor requirements are still being researched, and will be fulfilled through open competition. Should USG representatives or contractor support in-country be required in support of the case, length of time in-country will be minimized to the maximum practical extent. There are no known offset agreements proposed in connection with this potential sale.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

All questions regarding this proposed Foreign Military Sale should be directed to the State Department's Bureau of Political Military Affairs, Office of Congressional and Public Affairs, pm-cpa@state.gov.

Probably will spend to another 10 million in upgrade so nothing is free.
