Well in that case, my advise is not to register to one with a surf option, since you use it mainly for calls.  What we are loaded up is one with the call and text and then some regular load just in case we get to use that all up.  Weird thing, I haven't experienced what you have been complaining about.  Or baka kasi alam magdistinguish ng system ng sun sa mayaman at hindi.  Ninanakawan lang nila yung mayaman at pinalulusot ang mga mahihirap.  Peace brad.
