I don't really agree on what you said that parang nakikiusap tayo to allow our fishermen to fish in Scarborough Shoal. There is more to that.
Just now I read Ashley Townshend article published in CNN online (by the way. Townshend is a Research Fellow at the United States Studies Centre at the University of Sydney, Australia), he just explained well what I thought was the realistic assessment of what has transpired in Duterte's China's visit and the return of Filipino fishermen in Scarborough Shoal.

its representative harry roque's word and not mine as per the article pati sa tv interview niya. i do believe na kasama si Representative Harry Roque na bumabalangkas ng agreement between china and philippines kaya nga po pinapaparevise nila yun agreement. In an interview with Lynda Jumilla on ANC’s “Beyond Politics” aired Tuesday night, Roque said there is already a “modus vivendi” or an arrangement between the two countries that the Filipino fishermen would regain access in the Panatag Shoal, a traditional Filipino fishing ground being claimed by China.
Roque, however, said the agreement has yet to be formalized in writing due to problem with the “use of words”.
“My understanding is, there is already a modus vivendi, it’s already an agreement that we can fish. What has kept us from signing anything in writing is a apparently a problem with the proper words to be used,” Roque said.
“China wants to say that they have allowed us to fish and Philippine authorities refused that language because we don’t need anyone’s permission to fish in this tradition fishing ground,” Roque explained.
Roque, who was part of President Rodrigo Duterte’s entourage during a state visit in China last week, said both sides are committed to reaching a final agreement on the matter.
