What is a turbo? It's an air compressor that pressurizes the air in the intake manifold of a combustion engine. Instead of increasing the displacement (volume) of the combustion chamber, the turbo makes more power by stuffing more air into the same space. The turbo is powered by hot exhaust from the exhaust manifold, which flows over the blades of the turbine wheel. This wheel spins the shaft which also turns the compressor wheel in the intake path.
This computer case mod uses it in a different way. Cool air is forced into the front of the computer's case, helping to reduce temperatures. Cooling is essential to maximizing overclocking performance, and to increasing the lifespan of the components inside. Since there is no exhaust to spin the turbine wheel in this case, an electric motor is used to drive it with a coupling shaft.
