Even in the governments of Singapore and US eh meron.  Dapat pabayaan na lang nya ang mga Mayor na gumawa ng project at labasan nya ng pera at mag lagay na lang ng maayos na accounting at auditing systems so ma monitor nya ang pag labas ng pera.  Pero to control everything from his nest is counter productive.  At importante sa lahat eh ang mabilis na pagkilos at pagbibigay ng mga desisyon dahil hindi nakakapag antay ang gutom ng sikmura.  Pag vigilant naman ang mga kapampangan sa mga gastusin ng mga mayor nila eh d naman basta makakapag nakaw mga yan.  The Governor does not have the monopoly of "sainthood".

but politically speaking

Among ED and Padaca tamden can be a lethal combination. WHY?

1. Sociologically speaking Pinoys are sympathizers. They sympathizes oppress and weak people
2. Among Ed candidacy created a myth in the other provinces
3. He can easily justify his incompetencies, like saying many people were against to his good governance and their uncooperativeness were hindrance to his good intentions
