The way I see this is that maybe the line mentioned is not really to attack Filipinos as if they have an agenda. Maybe it's more of Teri Hatcher's character not trusting third world education in general, namely the teaching of medicine. It just so happens that the Philippines has now emerged as one of the most famous third world countries. And being famous sometimes makes it synonymous to the common term; which in this case: Third World = Philippines. Now how you take the Philippines to be a world renowned third world country is up to you. You can see that as a positive or a negative. But the fact is, our country is well known.
Now, I would just like to point out that this is not the first time that a line/event like this has come out from American television or movie. Case in point, in one episode of Family Guy, Brian (the dog) went to Hollywood and lived with his gay cousin, Jasper. Jasper (who is ofcourse a dog also) has a live in partner who is a Filipino (human) and is also gay. Another is in the movie "After the Sunset" with Pierce Brosnan, Salma Hayek, and Woody Harrelson. Here, while eating dinner with another couple, when asked what business he is in to, Pierce Brosnan's character answered "I have a bunch of sweatshops in the Philippines..."
I don't think they mean any harm. I am not trying to defend them either. All I am saying is, before we get angry, get offended, and develop reverse racism, I think we should step back and think that MAYBE this is nothing but a reference to the Philippines by association. And as I have explained above, the association is that Third World = Philppines.
