Proclamation No. 1017
 

WHEREAS, over these past months, elements in the political opposition have conspired with authoritarians of the extreme Left represent by the NDF-CPP-NPA and the extreme Right, represented by military adventurists ` the historical enemies of the democratic Philippine State ` who are now in a tactical alliance and engaged in a concerted and systematic conspiracy, over a broad front, to bring down the duly-constituted Government elected in May 2004:
 
WHEREAS, these conspirators have repeatedly tried to bring down the President;
 
WHEREAS, the claims of these elements have been recklessly magnified by certain segments of the national media;
 
WHEREAS, this series of actions is hurting the Philippine State ` by obstructing governance including hindering the growth of the economy, and sabotaging the people's confidence in government and their faith in the future of this country;
 
WHEREAS, these actions are adversely affecting the economy;
 
WHEREAS, these activities give totalitarian forces of both the extreme Left and extreme Right the opening to intensify their avowed aims to bring down the democratic Philippine State;
 
WHEREAS, Article 2, Section 4 of our Constitution make the defense and preservation of the democratic institutions and the State the primary duty of Government;
 
WHEREAS, the activities above-described, their consequences, ramifications and collateral effects constitute a clear and present danger to the safety and the integrity of the Philippine State and of the Filipino people;
 
NOW, THEREFORE, I, Gloria Macapagal- Arroyo, President of the Republic of the Philippines and Commander-in-Chief of the Armed Forces of the Philippines, by virtue of the powers vested upon me by Section 18, Article 7 of the Philippine Constitution which states that: "The President?.whenever it becomes necessary?may call out (the) armed forces to prevent or suppress?rebellion?," and in my capacity as their Commander-in-Chief, do hereby command the Armed Forces of the Philippines, to maintain law and order throughout the Philippines, prevent or suppress all forms of lawless violence as well as any act of insurrection or rebellion and to enforce obedience to all the laws and to all decrees, orders and regulations promulgated by me personally or upon my directions; and as provided in Section 17, Article 12 of the Constitution do hereby declare a State of National Emergency.

With all due respect mga spy bros. I think Presidential Proclaimation No. 1017 is uncalled for and contrary to what others claim that it is the stop gap measure to solve our problems, it has in fact exactly brought about what it is supposed to prevent.

These are:

1. Instead of relegating the rampaging opposition to the background, it has instead strengthened and even seem to unite the once fragmented opposition. While at the same time brining them to national pre-eminence by giving them more media exposure.

2. Instead of being a salve to the economy, it has further eroded investor confidence.

3. Instead of damage control for the PGMA's image among the media, it has instead allienated the media by alleging the media's complexity in all the shit that our country is in.

I do not in any way sympathize with the trapos that also compose the frontline of the political opposition but isnt this doing too, much too soon?After all, haven't they neutralized Brig. Gen. Danny Lim and his Scout Rangers?Why the neeed for PP 1017?

What the Palace did is like using a sledge hammer to break an egg.

What I  fear fellow spies is the insidious shadow lurking behind PP No. 1017....its veiled warning against the press, its insolent and almost arrogant use of the Executive Powers to protect the interest of a President who refuses to answer the people for questions regarding the legitimacy of her regime, and most of all for the autocratic spirit that the it represents.

I may have been a child during that historic moment of the EDSA People Power 1, but its meaning is not yet lost to me. It was a fight a against the spirit of an autocratic regime and it is the same spirit that  PP No. 1017 represents and it is quite disconcerting to note that it came at the eve of the 20th anniversary of the EDSA People Power 1.

I hear the roll of the drums and God help us!

Agree ako sa'yo pareng meme, sa gingawa nila is lalo lang nilang pinpahirapn ang Pilipinas...kaya maraming mga dayuang ang nttakong mag-invest sa ating bayan dahil sa mga rally na yan na walang namng mbuting naggawa...

Abala sa daloy ng trapiko, sa trabaho at marmi pang iba...kung mmpansin nio, khit cno pang umupong Leader natin ay hindi nwwala ang mga rali...Dhil blak talaga ng mga tiga-labas na plitan ang Demokratikong bansa natin 2 communism...2lad ng China...

I come from Negros, a province where the disparity between the  haves and the have nots is so wide that the rich man's mansion and the poor man's hovel are neighbors. During the height of the insurgency, an entire platoon of Marines were even wiped out in the hinterlands in a single ambush, while police and constabulary men were being liquidated by the Sparows in the streets of Bacolod City.

Luckily, those days are gone as the ideology of our communists friends were debunked by the distintegration of the USSR and greatly damaged by a schism that has left the ideological left with more noise but little military and political clout to to ever again challenge the government in a conventional manner like they did during the late eighties and early nineties.

BAYAN MUNA? PARTIDO NG MANGGAGAWA? AKBAYAN? wtf! This groups are the remains of what was once a solid communist front. They may sound loud but they pack no power punch! Unfortunately, several decades after the cold war ended. PGMA in PP No. 1017 still appeals to our built-in dread of the reds and the political left to justify her act. She even went to the extent of saying that the reds and the disgruntled cavaliers have banded together to kick her out of office! Reality check lang po! These groups are like oil and water! Pagsama-samahin mo man yan, hindi mag-mimix pwamis!!! Unless siguro libro na ni Mao, Lenin at Marx ang text book nila sa PMA.

The whereases of PP No.1017 is at best full of half truths and was designed to prey on our worst fears as a people! Kasi takot tayong magutom at mawalan ng mga bagay na nagpapaginhawa sa mga buhay natin. This is why nga sabi nila tumagal ng 20 years ang diktadoria ni Marcos! So long as I am comfortable in my high tower, bahala kayo diyan kung malunod kayo! Na-notice nyo ba kung sino-sino ang nanguna sa dalawang naunang EDSA? Yung mga mapuputi, yung mukhang hindi naarawan at makagat ng lamok! Hayon pumunta sa EDSA kasi naabot na ng baha ang mga torre nila!

Unfortunately for us, it seems that we have reached a full circle again in our national affairs. The apathy that greeted the dissolution by Mr. Marcos of  Congress prior to abrogation of the 1935 Constitution and the eventual declaration of the Martial Law, still seems to be the same apathy that afflicts the Filipino of today!

Sana po matuto tayo sa ating nakaraan! Huwag na po nating papayagan na maulit ang diktadoria! Huwag din po sana natin kalimutan na ang mga paghihirap natin ngayon ay itinanim sa mga madilim na panahon ni Marcos. Hindi ba kayo nagtataka na before ng Martial Law eh tayo pa ang nangunguna sa South East Asia? Pero ngayon, domestic helper na lang tayo ng mga Malaysian!

Mga kababayan, tayo ngayon ay;

1.nagpapasan ng bilyon-bilyong dolyar na utang,

2.nagtatyaga sa mga kawatan na pulitokong hinubog ng mga pangyayari noong panahon ng diktadurya,

3.lumalaban pa rin sa MILF, NPA atb pa na natuboan ng tahid noong panahong diktadurya

4.at natatakot sa isang adbenturistang militar na nilasing sa kapangyarihan ng Martial Law

 dahil dalawampung taon nating tiniiis si Marcos! Hindi tayo kaagad kumilos noon at heto ang ating napapala!

Ewan ko sa inyo mga kababayan pero aking nakikita ang unti-unting pagbabago ng anyo ng pamamahala ni PGMA!

Sana maging mapagbantay ho tayong lahat kasi masyadong matagal tiisin ang isa na naman dalawampung taon sa piling ni Gloria!

   ,,,,,i don't see why the likes of AKBAYAN, and other leftist groups insist on there kind of system of governance,,,,communism has proven to be a failure,,,,look at mother Russia,,,,I think that proclamation is a counter measure taken by the government to counter too much politicking and mud slinging,,,,networks like ABS-CBN with much of their effort to raise up ratings are not giving the people the real facts, what is happening in manila is relatively in contrast with the rest of the country,,,,in Cebu alone yesterday,,,it was relatively peaceful and rallies are only joined in by a number of people, not even reaching to the hundred,,,,most of our countrymen wants to work and would never would want another drastic change in governance through another uprising,,,,,in reality, the president is supported by the majority of the public officials including governors and mayors,,,,,EDSA should serve as a reminder that by working together we could achieve a greater goal, it should not be use as an excuse to grab power,,,,we don't need  so called like CORY and company, she has given her shot, and look what happened...

     Its within GMA's powers to declare a state of emergency especially since may nag-attempt na namang mag-coup d'etat.  People say its an overkill but what do we know.  Obvious naman na may nagpaplano ng mga hakbang na tanggalin si GMA.  Gen. Danilo Lim cant be stupid to do it alone.   And im certain na may civilian involvement yan.  Interviews from left-leaning leaders have made pronouncements about that in the past.
     What im concerned with is the implementation of proclamation 1017.  Kasi baka maabuso na naman.  The warrantless arrest of certain personalities are already disturbing since wala p silang pinalalabas na dahilan o ebidensya na may illegal n ginagawa yung mga taong yun.  Poor Randy David.  Sya ang unang nasampolan.  Nakakabahala din ang raid sa opisina ng Daily Tribune.  D rin claro kung bakit napagtripan yung newspaper na yon.  If these seeming curtailment of civil liberties continue baka nga lumakas ang opposition sa gobyerno nya. 
     I am no admirer of GMA and frankly couldnt care less if she gets booted out of malacanang. But if you notice, despite of her unpopularity, di lahat ng tao gustong sipain sya.  At least not through another people power and even less through a coup.  I dont believe that the Filipinos are apathetic because they are not protesting in the streets again.  Like me ayaw lang nilang pumunta ulit ng EDSA at this point para palitan ang kasalukuyang pangulo ng isang mas lalo pang masamang pangulo.  I mean just look at the people just waiting to be the next president.  Something tells me pagnapalitan sya through people power, the next president isnt going to fare any better.
    Whether prudent b ang decision ni GMA na magdeclare ng state of emergency, time will tell.  Pero if ever mag-alsa ang mga tao, i dont think na aabot tayo sa civil war.  All that is needed is a critical mass to sway all forces to the side of the opposition para ma oust c GMA.
