Dole: Over 10,000 contractuals now regular workers

MORE than 10,000 contractual workers are now secured of their jobs after their mother companies have decided to make them regular employees.

According to Labor Secretary Silvestre Bello III, 195 companies have voluntarily regularized 10,532 workers nationwide in response to administration’s objective to reduce illegitimate contractualization practices by 50 percent by the end of the year.

“We continue to encourage employers to voluntarily regularize workers, who are under labor-only contracting arrangements,” said Bello in a press conference for the First 100 Days of the Duterte administration.

Among the companies that have agreed to regularize workers are companies included in the list of priority industries.

They include mall giant SM, which regularized 4,796 workers; and convenience store chain, 7-Eleven, which regularized 800 workers.

Department store chain, Rustan's, meanwhile, has committed to convert into permanent workers a total of 1,200 employees.

Earlier, the Department of Labor and Employment (Dole) has committed to reduce contractualization work arrangements by 50 percent by 2016 and its elimination by 2017.

But while some volunteered to be amenable to the Dole program, seven manpower agencies in Luzon became the first recipients of the cease-and-desist orders (CDOs) from the department.

According to Bello, they have already issued CDOs to seven companies, including five in Calabarzon, one in Metro Manila, and one in Central Luzon.

"'Yung cease-and-desist order, from its very implication, ibig sabihin pinapahinto namin yung operations ng kumpanya or kaya inorderan namin yung isang ahensya or manpower service ay huwag muna sila magdeploy. Yung cease and desist order is already a form of sanction," said Bello.

The agencies issued CDOs include Global Skills Multi-Purpose Cooperative, HD Manpower Services Cooperative, Worktrusted Manpower Cooperative, Excellent Multi-Purpose Cooperative, and DCMM Manpower Services in Calabarzon; JD Manpower Services in Metro Manila; and Abelline Human Resources Services in Central Luzon.

He also said the Dole is seriously looking into the work scheme of Alaska Milk Corporation as he hinted that the company could also be issued a CDO soon.

"Kapag hindi sila naka-comply, that will be tantamount to failing the assessment. In which case, ang kanilang preventive suspension can worsen to a cancellation of registration," added Dole Undersecretary Dominador Say.

Labor officials said the CDOs issued on the manpower agencies should serve as a warning to other business establishments, who continue to refuse to end their illegal contractualization schemes such as "endo".

"All regional offices have been directed to suspend the Certificates of Registration of establishments found violating the law of security of tenure," said Bello.

The labor chief, then, assured that the government's war versus "endo" should not lead to job losses as feared by some sectors.

This, he admitted, is unless the company will opt to close down due to the prohibition of "endo" labor schemes.

"Ang worst case scenario is mag-close shop yung kumpanya. Unless they will close, these contractuals will graduate into regular employees," said Bello. (HDT/Sunnex)

sad thing stop hiring for the next many years dahil regular na sila at wala ng endo so maghihintay silang may mag-retire

yup, this will be the scenario if walang foreign investors na papasok sa pilipinas.... teka paano nga pala sila papasok eh pinupull out nga nila pera nila sa stock market.... Sana quiet nang si DU30 para hindi turnoff investors. Pwede naman action man nalang siya....

congrats to the newly hired regulars... :)
on a sad note, unless the government or other investors opens up new work positions, expect the unemployment to rise to double digits in the coming years... there will be no turnaround of new workers since they are regulars already...

kung ako ang company owner hindi ako mahirapan why? for fix term associate i daan ko sa agency. so wala ako problem hindi ko na kailangan regular employee.
stop ko hiring sa mga regular employee except meron mga key position available saka ako mag hire .

pero dapat government muna nag hire para mapakita tlga nila na sincere sila sa no endo, maraming contractual sa government like mga janitors , eh technically essential sila sa normal function ng mga offices so dapat regular employee sila.  3 years  na yun fren ko sa isang government facility at renew renew lang sila.

yup... madaming contractuals sa government offices.. ang difference lang sa government contractual is they have gsis, pagibig and philhealth... dapat lahat ng contractual meron niyan para secured sila for a time when they are employed...

I'm all for stopping of endo pero sa daming kulang na trabaho at wala ng papasok na investors dahil sa bunganga ng Presidente natin, expect the unemployment to be double or much worst quadruple in the next 2 years.

hmmm.... way back when i was still in the government service, i have co workers who are contractual and yet they have gsis contributions... don't know if they changed the system already...

kawawa yung mga wala trabaho ngayon mas wala na sila maasahan, dagdag pa newly graduates, at mga nag desi otso anyos na which is the legal age to take a job......tsk..tsk...tapos paalisin pa mga investor,tapos kastguhin mo ang US at EU, dagdag mo pa UN, were nowhere to go na nga.....

This I don't understand. If the contractual workers are becoming regular, some people thinks there will be no work opening for the next generation? Why? Kapag ba contractual workers lahat may trabaho? Is it not the only difference are the benefits. And business are not going to expand thru the years?

Kapag napunan ang pangangailangan ng human resources natural na stop ang hiring. Unlike those who will hire contractual and after 6 months wala na silang trabaho maghahanap ulit ng bagong empleyado na walang experience pero ang kumpanya wala na pakialam sa nawalan ng trabaho kahit bihasang bihasa na ito sa ginagawa nya. So tama ba ang analogy na kapag madaming regular mawawalan na ng opening ang isang kumpanya?

And yea, madaming mawawalan ng trabaho dahil sa kakulangan ng infrastractures at severe traffic congestion. Signs kasi yan ng pagunlad sabi ng tuwid na daan, but suddenly here they are asking for a miracles because they have not spent the countries resources properly during their term. And they have 6 years at that.  :applause

FOr me pag walang nagexpand na business talagang walang magiging trabaho yun next generation... YOu have to consider kasi aside sa mga contractual meron din mga tao na literal alang trabaho. Aside from that ang daming company na stagnant ang growth. KUng may growth man usually yun upper bracket ang opening or yung mga  college grad ang hinahanap.

Hindi sa pagiging pessimistic pero sa contractual kasi 1 to 3 ang makikinabang temporarily. Pero pagnaging regular na ang isa dun, san hahanap ng trabaho yun 2 na dating contractual mapupunta siya ngayon sa unemployed category which marami din sila.

Dito lang sa area namin halos yearly may nagsasarang company  ang masama yun ibang company halos 10-20 years na andito. nagsasara sila  pumupunta ng vietnam at china. Congrats talaga sa mga naging regular pero pahirap ng pahirap  ang work para sa next generation .
 Let us just hope na meron pang mga investors na darating.

for me, instead of stopping contractual practice, they should instead add pro rated benefits for this type of employment... if you work for 5 months, then 5 months worth of contribution then be made to the person so that when he transfers to another work, the next will also do this practice... upon retirement age of the worker, he/she would have amassed enough contributions to get pensions and the like... let's face it, some companies needs only few regulars and lots of contractual workers...
