the table quoted is deceptive though, not sure what the source is but if you analyze it, cebu and davao has about the same crime rate even if the initial figures say there is a big difference (6k vs 2k), the next entries in the table shows that on a monthly basis both cities have more or less the same crime rate, relative to its population (546 for davao with a population of 1.4mil, 958 for cebu with a population of over 2mil). also if you multiple the monthly index crime, you will get 6548 for Davao on a yearly basis and you SHOULD get 11496 for Cebu
to further this point, you can see at the end of the table that index crime per 100k people, they are about equal
however, with regards to non-index crime, sobrang laki ng sa davao. non-index crimes include drug seizures, weapon arrests, raids, prostitution etc. so more or less these crimes are police operations against crime but it has to be stressed that not all non-index crime are police operations. on one hand, it can be claimed that the police in davao are doing a lot more operations in the city compared to other cities but on the other hand, it could also mean that police are doing lots of operations because there are lots of crimes
