MANILA, Philippines - Justice Secretary Leila de Lima on Monday said that the certain David Tan believed to be orchestrating the multi-billion peso rice smuggling activities in Davao is a real person.

Belying Davao City Mayor Rodrigo Duterte's claims that Tan is "fictitious," De Lima said that it is the alias of Davidson Bangayan, a Chinese-Filipino trader being tracked down by the National Bureau of Investigation (NBI).

MANILA, Philippines - The National Bureau of Investigation (NBI) arrested Davidson Bangayan, allegedly the rice smuggling king carrying the name "David Tan," after surfacing at the bureau to deny the smuggling allegations.

Justice Secretary Leila de Lima said in a radio report that Bangayan's arrest is in connection with a standing warrant of arrest for violations of Republic Act 7832 or the law against theft of electric power transmission issued by the Caloocan Regional Trial Court.

While Bangayan may post bail, he may face imprisonment of up to six years once proven guilty.

Before his arrest, Bangayan met with De Lima to deny that he is David Tan, the alleged smuggling king notorious for bribing Customs officials as much as P6 billion in exchange for protection for illegal control over rice imports.

De Lima referred Bangayan to the NBI office to formally deny his involvement in the multi-billion peso modus operandi.

MANILA, Philippines – Dismayado si Davao City Mayor Rodrigo Duterte sa aniya’y kapalpakan ni Justice Secretary Leila de Lima na mapanagot ang negosyante at itinuturong rice smuggling king David Bangayan.

Sinabi ni Duterte na puro publicity lamang ang nais ni De Lima matapos ihayag na iisang tao lamang si Bangayan at ang “David Tan” ngunit hindi naman nakasuhan.

"You failed to build a case because all you wanted was publicity ... Ganun kayo kahina," pahayag ni Duterte nitong Linggo sa state-run television show na Gikan sa Masa Para sa Masa.

"Why, you just opened your mouth for publicity, I’m telling you to stop talking and start working, you walk your talk and talk your walk," dagdag niya.

Nitong nakaraang Linggo ay nakipagkita si Bangayan kay De Lima upang itanggi na siya ang nagpapatakbo ng bilyung-bilyong rice smuggling sa Pilipinas.

MANILA, Philippines - Justice Secretary Leila de Lima dismissed Davao City Mayor Rodrigo Duterte's criticisms that state investigators are failing to build a case against alleged rice smuggling mogul David Tan.

"Huwag po kayong mag-alala, Mayor Duterte. Nagtatrabaho po kami. Hindi po kami nagpapabaya gaya ho ng sinasabi ninyo," De Lima said in a radio report on Monday.

Duterte accused De Lima of opening her mouth first for "publicity" before taking action on criminal activities that cost the government billions in expected revenue.

Hitting back, De Lima said Duterte is not well known for talking clean and advised him not to make baseless statements.

"Everybody is aware that he’s got a lousy mouth," she said.

kaya raw galit na galit si duterte dito kay david bangayan is because he thinks may halong drugs tong mga rice shipments ni bangayan (dating taga davao raw to pero now manila based na raw). to think parang possible nga kasi sobrang yaman nitong bangayan, ang daming pera and hes very young so mapapaisip ka talaga kung pano siya yumaman ng ganun kabilis. and one possibility is baka nga its not just rice smuggling, baka may halong drugs yung shipment

pero according sa isang smuggler din ng rice dito sa davao, marami raw talaga connection tong si bangayan kasi sometime last year tigil daw lahat ng mga rice smuggling ang naiwan lang is itong si bangayan so kahit daw sila ngayon, kay bangayan kumukuha. sabi pa niya, as far as davao is concerned daw wala naman daw drugs since mga 80% ng shipment ni bangayan (so yeah this smuggler is also pretty much loaded) going to davao siya kumukuha and derecho naman daw sa kanyang bodega pero wala naman daw siyang nakitang halo na drugs. pero sabi nga niya baka outside davao pwede pa kasi talagang biglaan daw ang angat nitong bangayan
