Interior Secretary Mar Roxas on Thursday defended the process of the national government's relief operations for Typhoon Yolanda victims against critics who claimed aid did not come fast enough.
In an interview on CNN, Roxas said the national government was able to step up and take charge of relief operations when local officials were unable to do so, as most of them were also victims of the monster typhoon.
"As I have said, nothing is fast enough in a situation like this. In our doctrine, or in our framework, the local government unit is the first responder, the national government [is] supposed to come at day 2 or day 3 to be able to support that," he said.
"That's why on zero plus day 1, we were able to open the airport, zero plus day two, we were able to open the road to the airport. We are now at day 6, municipalities are now accessible by land," he he added.
