A lot of times, the "employers" pick "employees" who are willing to break the rules in their favor without thinking about the consequences for anyone else involved.
Take a look at the people who won during the barangay elections last week, as an example. How many of them were elected because they're going to do their jobs right for the benefit of all their constituents and how many of them were elected simply because of their ability to "fix" things for the people close to them?
