kung meron kang router [usually switch na din sya since meron 4-ports na built-in] just enable the dhcp sa router mo, simply plug 2 utp cables (one for each pc) and make sure na automatic un ip retrieval nya.. and you're done.. parehas na makakaaccess ng net un 2 pcs.
as for the file sharing, make them under the same workgroup para mas madali ang pag access, share any folders and look for it dun sa isang pc, usually it will ask for username/password for authentication, supply the same and you're good to go.
