Here are some tips from Consumer Reports 2008(sampung piso sa booksale!) medyo luma na pero just the tips on what to look for:

Decide how you'll use the phone. They (Consumer Reports) classify cell phones as basic or advanced.
Basic: usually free with a 2-year contract, mga cheapo na phone na sulit naman kung tawag at text lang ang paggagamitan.
Advanced: (depende sa paggagaitan) multi-megapixel camera, memory card storage, custom ring tone, games, internet, 3G. Some can connect directly to a printer para makapag-print ng pics.

Consider the network.

Hold the phone. Pwede mo naman i-test ang mga model nila. Check mo kung comfortable sa kamay mo kapag nagtetext o tumatawag ka, baka naman sobrang liit o kakaiba yung shape ng phone baka madali mo pang mahulog. "Phone swith touch-sensitive keys are harder to use than those with keys that give tactile feedback."

Check the display. Check mo kung madaling makita ang screen sa dim light (siyempre) o sa bright light (o sunlight) man.

that is why I bought my Nokia 6233 Music Edition...  Until now, buhay na buhay pa!  I am using it for my internet connection sa bahay at overnight music pampatulog...

Pasado lahat yung checklist...  Btw, SMART ang network ko...
