I think you can't if you're an end user due to privacy policies unless you have authorization. Hacking might be an option.

Kung gusto mo mang stalk try mo i-add sa snapchat. Konti lang kasi ang nakakalam sa snapmap or at least sa mga friends ko lng.

smart used to have a finder locator feature in it's service.. you have to get authorization from the user's phone though.. don't know if that feature still exist...
