there is nothing much you can do it about it since ISP setting yan. may post ako dito somewhere kung saan naexplain ko yung type ng connection gamit ng smartbro. naka dynamic IP yan BUT local IP ang mga users. so sa isang area halimbawa 10 kayo, kayong 10 pareho ang gamit niyong IP from smart BUT the IP changes (i dont know the time that smart uses to refresh the IP address but it does change).
you can try using a proxy, see if it works though my guess is it still wont work.
the best way you can do para hindi ka na ulit mamoblema sa ganyan is to get a static IP connection BUT hindi mura ang mga static connection. for one thing, the ISPs dont even offer static IP sa residential. mahahalata kasi sila pag static binigay nila. maexpose na yung speed na advertise nila is never as advertised (pag dynamic kasi pwede nila ipalusot na marami kayong sharing sa connection na yun kahit hindi naman totoo since hindi mo naman alam kung totoo nga bang gumagamit yung iba). although for security and anti-piracy, mas madali mag trace pag static IP (this is why sa ibang lugar required ang mga ISP na static IP bigay nila sa mga customer para pag may ginawang illegal ang tao matrace agad kung kanino nakaregister yung IP na yun).
