Read ka muna mechanics ng proposal...hindi naman to ibibigay sa MILF...this will be the revenue sharing arrangement between the political entity that will subsume the present ARMM  if a final peace agreement is indeed reached with the MILF.

Kung titingan mo in-depth ito ang breakdown as per Rappler and in the case of mining, I dont find it objectionable since most mining revenues naman talaga should benefit na logal government the most dahil sila in the end ang magsusuffer ng environmental impact nito. As to the Oil and gas revenues...the 50-50 split is just reasonable.

We should view the news with an open mind and a sense of fairness.

How will wealth be shared between the envisioned Bangsamoro political entity and the government?

Under the wealth-sharing annex signed by the Moro Islamic Liberation Front (MILF) and the government shortly past midnight on Sunday, July 14, revenues from the following sources will be divided between the Bangsamoro regional government and the national government using the following ratios:

    75-25 in favor of the Bangsamoro for taxes and charges "other than tariff and custom duties" collected within its jurisdiction
    75-25 in favor of the Bangsamoro for profits from metallic minerals
    100% of revenues form non-metallic minerals (sand, gravel and quarry resources) will go to Bangsamoro
    "Equal share" between the Bangsamoro government and the central government for income from energy sources, such as petroleum, natural gas and uranium

How did they come up with these ratios?

As far as the "equal sharing" on energy sources, such as oil or gas is concerned, government peace panel chair Miriam Coronel Ferrer said: "The principle there is for the Bangsamoro to benefit from these resources but at the same time, to be able to provide their contribution to the country."

Meron pang final review for this matter at nakadepende pa rin yan sa lawak ng area o lugar kikilalanin bilang bangsamoro homeland through plebiscite, as far as milf, di na sila threat or masasabing rebels kasi yun nga na lift na ng government at pati na rin ng international observer ang terrorist/rebel tag nila before nagkarron ng framework of agreement, makakabuti na rin ito at least magkakaroon na rin ng panimulaing pag-asa na magkakaroon ng kapayapaan dito sa mindanao, marami na rin kasing buhay at kinabukasan ang nasira ng dahil sa kaguluhan...

Yung success ng Bangsamoro ay nasa kamay na ngayon ng mga taga Bangsamoro. Wala nang dahilan ngayon ang mga tao dyan na hindi sila tinutulungan ng central government dahil ngayon ay may sarili na silang kita mula sa mga resources na galing naman talaga sa area nila. This will entice their leaders to explore untapped resources in their areas dahil meron na silang kita na makukuha dito at hindi lahat ay aangkinin ng central government.
Yung mga mamumuno na dyan ang may responsibilidad sa pag unlad ng area na yan. Sila na ngayon yung accountable sa mga mamamayan nila sa area na yan.



7. Is there a check and balance/accountability mechanism over the revenues and funds generated by the Bangsamoro government?

Yes. As provided in the FAB, an Intergovernmental Fiscal Policy Board shall be created to serve as a mechanism for partnership and coordination between the Central Government and the Bangsamoro toward building a strong fiscal foundation and sustainable development in the region. Further, the Bangsamoro government shall create its own auditing body and procedures for accountability over revenues and other funds generated within or by the region from external sources, without prejudice to the power and duty of the national Commission on Audit.

8. How will these arrangements benefit the Central Government and the country as a whole?

These arrangements will facilitate political and fiscal autonomy which is important for the Bangsamoro to operate and deliver to its constituents, thereby contributing to the achievement of peace and progress in the south.

All Filipinos will benefit because the peace and developments in the south will pull the entire nation upward. With the MILF as partners in government, both will jointly be able to address other security concerns, opening the door for bigger trade and tourism opportunities.

Risky deal talaga itong Bangsamoro kasi they are giving their "enemy" the chance to earn more money.

May decommissioning na gagawin sa MILF and civilian volunteers, isa yun sa kundisyon sa MILF. (Dapat ituloy nila ito.)
Nasa AFP pa din naman ang air force and the rest of the AFP, just in case they try something nasty.

Sana ang pinaka worse na mangyayari dyan ay magiging tulad lang din yan ng ARMM, kung saan yung mga namuno lang ang yumaman. Hindi kasi talaga mawawala yung mga terrorist groups dyan, pwera lang kung makakuha sila ng isang magaling, tapat at strict para mamuno dyan pero parang malabo yun, sana mali ako.

Sana lang with this new set up ay mag improve yung mga buhay nung mga andyan, sana madevelop yung mga muslim areas para umunlad din ang buhay nila at malayo sa tukso ng terorismo. Para kasing walang pag unlad na nangyayari dun sa P13 billion na ibinibigay sa ARMM, parang ibinubulsa lang ng mga namumuno.

I hope they know what they are doing by giving these people big responsibilities and huge amount of resources. I hope this ends well for the people of that Bangsamoro area and for the whole country as well.



"Under the Framework Agreement on the Bangsamoro signed on October 15, the MILF and the government agreed to undertake the following steps in relation to the issue of decommissioning towards normalization:
