Weather bureau PAGASA has raised storm signals in dozens of provinces as Yolanda nears, even raising the rarely-used Public Storm Warning Signal number 4 over Eastern Samar, Samar, Leyte, Southern Leyte and Biliran Island.. Yolanda, forecast to be the strongest typhoon to hit the country in 2013, is expected to make landfall between 11 a.m. and 1 p.m. on Friday..
