Hong Kong warns of sanctions on Philippines over hostage tragedy

HONG KONG (Reuters) - Hong Kong threatened on Tuesday to impose unspecified economic sanctions on the Philippines if substantial progress was not made within a month in talks demanding Manila's apology and compensation for a hostage tragedy three years ago.

Hong Kong and the Philippines have close economic ties, from tourism to more than 100,000 Filipino domestic helpers working in the city, but tension continues over a 2010 incident in which eight Hong Kong tourists were killed in Manila by a sacked police officer.

Speaking ahead of a debate by lawmakers calling for sanctions against the Philippines, Hong Kong leader Leung Chun-ying urged the Philippine government for a "concrete and timely response".

"I declare that unless we obtain steady progress within a month, the (Hong Kong) government will take necessary sanctions action," said Leung.

Leung did not specify what the sanctions might be. Hong Kong has sought an apology and compensation to the victims' families.

Philippine foreign ministry spokesman Raul Hernandez said Manila hoped the hostage row would not be linked to visa-free arrangements for Filipinos travelling to Hong Kong.

"We look forward to the continued healthy exchange of travelers from both sides," he said.

Another possibility could be a freeze on domestic helpers, similar to a move by Taiwan this year following the fatal shooting of a Taiwan fisherman by the Philippine coastguard.

The Taiwan sanctions were dropped in August, however, after Manila gave a formal apology for the fisherman's death.

Leung, who took office last July and has since seen his ratings plummet over contentious policies and scandals engulfing his ruling team, was criticized last month for not taking a stronger stance with Manila.

Philippine President Benigno Aquino has so far ruled out apologizing for the tragedy or a day-long rescue operation that left several injured besides the dead tourists.

Manila could not apologize for the crimes of one person, he reportedly said at the time.

Manila City Councillor Bernardito Ang, a representative of Manila mayor Joseph Estrada, was also recently in Hong Kong seeking to defuse the row.

The tragedy occurred in 2010 when a coachload of Hong Kong tourists in Manila were taken hostage by disgruntled former policeman Rolando Mendoza who had just been fired.

Following a prolonged standoff and negotiations, watched on live television by thousands in Hong Kong, the gunman opened fire after what the victims' families maintain was a bungled rescue effort.

I hope (or wish, or dream) na in the future ang Pilipinas naman ang kukuha sa mga chekwa na yan bilang foreign workers.

mas malaking kawalan sa hong kong if they issue economic sanctions, konte lang ang export ng PH sa HK whereas maraming items galing HK ang pumapasok sa PH. I think this is just a political move by their leader to improve his image since as mentioned, lately medyo tagilid ang standing niya.

I don't think he even went to Hong Kong like he said he would to personally hand over his much-anticipated apology. He sent one of his councilors to negotiate with the Hong Kong administrators instead.

If President Aquino apologizes for what happened during the hostage crisis, will Hong Kong reciprocate by apologizing every time one of our OFW's is maltreated by their citizens? I doubt it very much.

Setting that aside, wasn't Vice Mayor Domagoso part of the Manila city administration during the time of the crisis?I don't recall him being so keen on apologizing to Hong Kong for what happened while he was under Alfredo Lim.

Forgive me if I don't feel ang kahirapan ng pilipinas. Kasi isa lang din akong hamak na OFW (sabi nga ni Miriam Defensor Santiago, OFW lang naman yan eh). Suffice to say, I feel those DH hardship as I experienced the same. Napakasakit sa loob brod na sa skype mo lang nakikita ang anak mo habang lumalaki, whereas the common animal instinct is for Parent to guide their children until they can stand on their feet.

But let us no go too far from the issue. ang issue naman dito ay paghingi ng sorry. at sabi mo nga simpleng sorry. Paalala ko lang brod na ang simpleng sorry ay may kabayaran. pera mo at pera ko ang pangbabayad. at higit pa don ay dignidad mo bilang pilipino.

Nung natapos ang giyera laban sa hapon, humingi sila ng tawad sa ginawa nila sa pilipinas. alam mo bang napakabait ng hapong kumpanya sa mga pilipino dahil hanggang ngayon dala pa rin nila ang guilt na nilapastangan nila ang ating bansa. Kung tutuusin limpak limpak na pera na ang ginastos nila sa atin para maalis ang guilt nila. pero they remaind honorable to Filipinos hanggang ngayon.

Ngayon, iilang tao lang ang sangkot sa Hostage Crisis na yan. at buong pilipinas ang magsosorry? ang mga taga mindanao at visayas ba ay may kasalanan? tapos until to the next generations ipapamuka sa atin na ang ating kapulisan ay mangmang dahil sa insidente.

Itoy dangang opinyon lamang at walang personalan. nirerespeto ko ang opinyon ng mga kaespiya. Mabuhay tayo. Viva la Filipinas.

sO WHAT? Eh di wag tayo pumunta sa Hong Kong.  Mapipilitan tayong gastusin ang pera natin sa sarili nating bansa para mapaunlad ang domestic economy.  Hindi na tayo magpapakaalipin sa mga intsik na yan.

Its funny how people look at Isko Morena as a BS on some course i can still see him as the guy i used to watch playing cards all night in our barangay with Amang Parika

barangay 19 zone 2 at the back of Rosauro Almario Elementary School is the place where Amang Parika lives ; Amang Parika the Billiard player

our media is one of the people to blame in that crisis YES they are doing their job but they dont have the right to get closer

Blaming the policemen? They are being out number by the chismoso and chismosa by the time of the crisis and i believe if our policeman have enough training and equipment they will surely did their job

Saying sorry to the Chinese republic? Fuc* no! Like i said on the other topic everyday may namamatay at nasasaktan na OFW ni isang Chinese ba nag sorry sa bawat pamilya?

everyday may pinoy na pamilya ang nasisira dahil sa pag alis o pagkalulong ng isang pinoy dahil sa drugs na dinadala ng mga Chinese
