After laying down the law within the borders of Manila, Mayor Joseph Estrada is turning his attention to international affairs as he prepares to travel to China to deliver a formal apology to the People's Republic, to the Hong Kong Special Administrative Region, and to the families of the eight tourists killed during the 2010 Luneta Hostage Crisis.

The apology comes by way of a resolution passed by the Manila City Council which hopes to restrengthen the ties between Hong Kong and the Philippines. The resolution stressed that Estrada--as a former president--understands the importance of the interdependence between Filipinos and Chinese, particularly in economic terms. The resolution specifically pointed out Estrada's prioritization of the continued development of Manila's Chinatown in the Binondo area--recognized by the council as the seat of commercial activity in the city--as evidence of his desire to repair whatever damage the hostage crisis did to Sino-Filipino relations.


President Benigno Aquino III, however, maintained that the national government will issue no apology regarding the matter.

The survivors of the incident and the next of kin of those who died, for their part, continue to press their claims for compensation from the government.

When this story was aired on the evening news at the local carinderia, one of my neighbors blurted out: "Tiklop si Asiong sa mga Intsik!"

To be fair, perhaps the mayor should also ask that China apologize every time one of their own is arrested while trafficking narcotics in Manila.

The Department of Foreign Affairs says they will not prevent Mayor Estrada from hand-carrying his apology to Hong Kong. The apology is regarded by the Manila City Council as an act of candor that will finally end all the rancor stemming from the Luneta incident.

Estrada is expected to depart for China within the week to submit the city council resolution containing the apology to Hong Kong chief executive Leung Chun-ying.
